Wait till he is in a long hot bath (the steam will open the pores making them easier to pluck) then just tell him you can see a hair growing downwards towards his eye, and 'hang on a sec while i fix it for you darling' Once you've got one, you might as well just straighten this out as well, oh and this.. etc... he'll be captive in the bathtub and you can have your wicked way with him.. erm.. with his eyebrows i mean!
